Enclosure: A press release dated March 1, 2011 announcing that the Information and Communication Technologies Authority (“ICTA”) has issued a fine of TRY32 million with regards to certain Turkcell campaigns relating to some of its subscription packages offering free minutes to its customers. Turkcell's request to have such decision annuled has been rejected by the courts.

DEVELOPMENT REGARDING ICTA’S DECISION ON TURKCELL’S CAMPAIGN

On June 27, 2008 Turkcell has announced that the Information and Communication Technologies Authority (“ICTA”) has issued a fine for the amount of TRY32 million with regards to certain Turkcell campaigns relating to some of its subscription packages that offered free minutes to its customers under certain conditions. Turkcell also added that the Company would take the necessary legal steps to dispute this claim.
Turkcell filed a lawsuit requesting the annulment of this decision immediately after the payment of TRY24 million with a 25% discount on August 1, 2008.
The Court has rejected our claim, and Turkcell is to appeal against this Court’s decision accordingly.
