3G TENDER CANCELLATION

Subject: Statement made pursuant to Circular VIII, No: 39 of the Capital Markets Board.

Turkcell announced on September 7, 2007 that the Company had been granted the A Type license, at a consideration of EUR321 million (excluding VAT), in the 3G tender for the issue of the four separate licenses by the Telecommunications Authority regarding the authorization for providing IMT-2000/UMTS services and infrastructure.

Turkcell understands that the tender for the new and faster 3rd generation technology, which is being used by most of the developed and developing countries around the world, is cancelled due to the fact that our competitors did not participate in the tender.

Having invested in Turkey’s future since its inception, Turkcell, willingly and passionately, will continue to make the necessary investments for its customers and Turkish citizens to use new technologies in a feasible manner and for our country to keep up with the information era.
