Item 7.01 Regulation FD Disclosure.

The El Paso City Council voted on July 10, 2007, to award the contract for administration of its healthcare benefits plan to Aetna Life Insurance Company. Access Administrators, Inc., one of our subsidiaries, has been providing those services to the city under a contract that will now expire on August 31, 2007.
